Campfires and bonfires are allowed.  It is recommended that you stay with your fire at all times, have a water source nearby, and keep the size manageable.   Remember, no matter if your fire is legal or not, if it should get out of control, you will be financially responsible for suppression costs and for costs of anything that may be destroyed by the fire.

The Natural Resources and Environmental Protection Act 451 of 1994 Section 11522 states that beginning March 28, 1995, the open burning of grass clippings or leaves, or both, is prohibited in any municipality having a population of 7,500 or more, unless specifically authorized by a local ordinance.

The 2010 Census figures are out and Blair Township is above the population threshold for open burning which means Blair Township residents can no longer burn grass clippings and leaves.
